This Handbook aims to assist individuals and governments, judiciary, civil society, national human rights institutions, academic world, and general community working on or interested in national human rights action plans. It includes guidance on conceptualising, and structuring the development of a plan, as well as on monitoring and evaluating an existing plan. The Handbook also includes descriptions of action plans by eleven countries.
