A national action plan is the basis for the development of a comprehensive public policy against racial discrimination and can therefore help States give effect to their international human rights obligations related to the elimination of racial discrimination. The publication aims to serve as a practical tool for States in their efforts to eradicate racial discrimination and comply with their international human rights obligations.
