Suriname’s human rights record to be examined by Universal Periodic Review

GENEVA (27 October 2021) – Suriname’s human rights record will be examined by the UN Human Rights Council’s Universal Periodic Review (UPR) Working Group for the third time on Monday, 1 November 2021 in a meeting that will be webcast live. 

Suriname is one of the 14 States to be reviewed by the UPR Working Group during its upcoming session taking place from 1 to 12 November *.  Suriname’sfirst and second UPR reviews took place in May 2011 and May 2016, respectively. 

The documents on which the reviews are based are: 1) national report - information provided by the State under review; 2) information contained in the reports of independent human rights experts and groups, known as the Special Procedures, human rights treaty bodies, and other UN entities; 3) information provided by other stakeholders including national human rights institutions, regional organizations and civil society groups.

The UPR is a unique process which involves a periodic review of the human rights records of all 193 UN Member States.  Since its first meeting was held in April 2008, all 193 UN member States have been reviewed twice within the first and second UPR cycles.  During the third UPR cycle, States are again expected to spell out steps they have taken to implement recommendations posed during their previous reviews which they committed to follow-up on, as well as to highlight recent human rights developments in the country. 

The delegation of Suriname will be led by H.E. Kenneth Amoksi, Minister of Justice and Police. 

The three country representatives serving as rapporteurs (“troika”) for the review of Suriname are: Somalia, the Republic of Korea and the Bahamas.

The UPR Working Group is scheduled to adopt the recommendations made to Suriname at 15.00 on 5 November.  The State under review may wish to express its positions on recommendations posed to it during their review.   

 

* The UPR 39th session was originally scheduled to be held in May 2021, although was postponed due to COVID-19 measures.

Informatie voor de media: Mensenrechtensituatie in Suriname onder de loep van Universele Periodieke Doorlichting 

GENEVE (27 oktober 2021) – De mensenrechtensituatie in Suriname zal op maandag 1 november 2021 voor de derde keer worden onderzocht door de Werkgroep Universele Periodieke Doorlichting (UPR) van de VN-Mensenrechtenraad. De vergadering zal live online worden uitgezonden.   

Suriname is een van de 14 landen die onderzocht zullen worden door de UPR-Werkgroep tijdens de eerstvolgende zitting die plaatsvindt van 1 tot 12 november*. De eerste en tweede UPR-doorlichting van Suriname vonden plaats in mei 2011 en mei 2016 respectievelijk.  

De doorlichtingen zijn gebaseerd op 1) het nationaal rapport van het land dat wordt doorgelicht; 2) gegevens uit rapporten van onafhankelijke mensenrechtenexperts en -groeperingen – beter gekend als de Speciale Procedures – VN-Verdragsorganen en andere VN-entiteiten; 3) gegevens van andere belanghebbenden zoals nationale mensenrechteninstellingen, regionale organisaties en middenveldorganisaties  

De drie rapporten die de basis vormen voor de doorlichting van Suriname op 1 november zijn hier beschikbaar.

De UPR is een uniek proces waarin de mensenrechten van de 193 VN-lidstaten periodiek worden doorgelicht. Sinds de eerste vergadering in april 2008 zijn alle 193 VN-lidstaten tweemaal beoordeeld in twee UPR-rondes. In de derde UPR-ronde wordt van landen verwacht dat ze aantonen welke stappen ze hebben gezet om aanbevelingen uit de voorgaande beoordelingen te implementeren en dat ze recente mensenrechtenontwikkelingen in hun land benadrukken.  

Kenneth Amoksi, Minister van Justitie en Politie, zal de Surinaamse delegatie leiden. 

  

De drie landen die als rapporteur (“troika”) optreden bij de doorlichting van Suriname zijn Somalië, de Republiek Korea en de Bahama’s.

Een lijst met sprekers en alle beschikbare verklaringen die tijdens de doorlichting van Suriname aan bod komen, is beschikbaar op UPR-Extranet.  

Verwacht wordt dat de UPR-Werkgroep de aanbevelingen voor Suriname zal maken op 5 november om 15u. Het land dat wordt doorgelicht mag zijn standpunten over de aanbevelingen bekendmaken tijdens de doorlichting.  

*De 39e zitting was initieel gepland in mei 2021 maar werd uitgesteld door de COVID-19-maatregelen.
