UN Committee against Torture to review Mongolia

Mongolia: Torture

GENEVA (28 July 2016) - The UN Committee against Torture is due to review Mongolia on 2 and 3 August in Geneva. Mongolia has ratified the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment and so is required to be reviewed regularly by the Committee.

Among the possible issues for discussion between CAT members and a delegation from the Mongolian government are:

  • Measures to ensure torture and ill-treatment by public officials, including law enforcement officers,  investigated and prosecuted;
  • Measures to combat violence against women;
  • Steps to tackle all forms of forced labour, to criminalize employers who exploit child labour;
  • Legal framework to prevent torture and ill-treatment of vulnerable groups, including people with HIV/AIDS, certain foreigners and LGBT people;
  • Conditions of detention for death row prisoners;
  • Steps to increase number of professionals working with people who have mental disorders and psychosocial disabilities;
  • Update on steps to establish separate juvenile justice system.

The review will take place at Palais Wilson in Geneva from 15:00 - 18:00 on 2 August and 15:00 - 18:00 on 3 August (22:00 – 01:00 in Ulaanbaatar) and be webcast live at http://webtv.un.org/. The Committee will also hear from NGO representatives.

The Committee has scheduled a press conference for Friday 12 August at 12.30 at the Palais des Nations to discuss its findings on Mongolia and the other States being reviewed – Kuwait, Honduras and Burundi.
