UNITED NATIONS RAPPORTEUR ON INDEPENDENCE OF JUDGES AND LAWYERS TO VISIT KYRGYZSTAN AND TAJIKISTAN

The Special Rapporteur on the independence of judges and lawyers of the United Nations Commission on Human Rights, Mr. Leandro Despouy, will visit two countries in Central Asia, Kyrgyzstan from 18 to 24 September and Tajikistan from 25 September to 1 October 2005.

The Special Rapporteur intends to study the progress made to date in both countries regarding the criminal justice system and to follow up on issues such as independence of the judiciary, access and equality in the justice system and promotion of human rights in the court system. The Special Rapporteur sought an invitation to these countries in January 2004 and received an invitation to visit from both respective Governments in 2004 but this visit was delayed to September 2005 due to other commitments by the Special Rapporteur.

During the mission to Kyrgyzstan the Special Rapporteur will stay mainly in Bishkek to meet with a number of Government ministers, judges from various levels of courts, the Prosecutor General, judicial and bar associations, academics, international organizations and non-governmental organizations.

While in Tajikistan the Special Rapporteur will also conduct meetings with various ministers of the Government, judges from the Constitutional, Supreme and lower courts, the Prosecutor General, academics, international agencies and non-governmental organizations. In addition, the Special Rapporteur plans to travel to Khojent to meet both judges and prosecutors in this region.

The Special Rapporteur will submit his findings and recommendations in two separate reports to the next session of the Commission on Human Rights in the spring of 2006.

Mr. Despouy, President of the Auditoría-General of Argentina, which audits the country's public service, was appointed Special Rapporteur in September 2003. He has extensive experience in human rights and international humanitarian law and has held a number of high-level positions in the United Nations and the Government of Argentina. Since taking up his appointment he has conducted country visits to Kazakhstan and Brazil in 2004 and in 2005 he conducted two missions to Ecuador.
