The Special Rapporteur on the situation of human rights in the Democratic Republic of the Congo, Roberto Garreton, will visit that country from 11 to 21 March 2001.

During his visit, the Special Rapporteur will go to Kinshasa where he will have meetings with the President of the Republic, the Minister for Foreign Affairs and International Cooperation, and the Minister for Human Rights.

Mr. Garreton will also meet with the Special Representative of the Secretary-General for the Democratic Republic of the Congo, the heads of United Nations agencies in the country, members of the diplomatic community, representatives of non-governmental organizations working for the promotion and protection of human rights, representatives of political parties and trade unions, journalists, and representatives of international humanitarian organizations. He is also scheduled to conduct visits to a number of prisons and detention centres.

Also during his mission, the Special Rapporteur will visit Goma and Bukavu where he will meet with senior civil and military officials of the Rassemblement congolais pour la démocratie as well as with representatives of civil society in the provinces of North and South Kivu.

Mr. Garreton will visit for the first time, since his appointment as Special Rapporteur in 1994, the cities of Bunia and Beni where he will conduct an inquiry into the massacre of at least 150 civilians on 19 January 2001 in the city of Bunia (Ituri district, in the east of the Democratic Republic of the Congo). Bunia is under the control of the Front de libération du Congo (FLC) which is supported by the Ugandan army. The Special Rapporteur will meet with political and military officials of the FLC as well as leaders of the Hema and Lendu communities.

While in the Democratic Republic of the Congo, Mr. Garreton will draw special attention to the situation of missing persons, child soldiers, human rights defenders and journalists.


The information that the Special Rapporteur will gather from this mission will be put in an addendum to his report on the situation of human rights in the Democratic Republic of the Congo (E/CN.4/2001/40, which will be available in the coming few days on www.unhchr.ch) which will be presented to the Commission on Human Rights on 30 March, 2001. The Commission starts its fifty-seventh session on Monday, 19 March.

The last visit of the Special Rapporteur, whose mandate was renewed on 18 April 2000 by the Commission on Human Rights (resolution 2000/15), took place from 13 to 26 August 2000.
