The Special Rapporteur of the United Nations Commission on Human Rights on the human rights of migrants, Gabriela Rodríguez Pizarro of Costa Rica, will visit Canada at the Government's invitation from 17 to 30 September 2000. This will be the Special Rapporteur's first field mission since being appointed on 6 August 1999.

The Special Rapporteur is scheduled to visit Montreal, Ottawa, Toronto and Vancouver. She has requested to meet with, among other officials, the Minister of Foreign Affairs and International Trade, the Minister of Citizenship and Immigration and officials from the Immigration and Refugee Board. At the regional and provincial level, the Special Rapporteur will meet, among others, members of the Ontario Region and Provincial/Municipal Government and representatives of the Citizenship and Immigration Department Regional Office in British Columbia.

In Montreal, the Special Rapporteur will meet with officials from the Government of Quebec and from the Regional Office of the Ministry of Citizenship and Immigration. Throughout the visit, Ms. Rodríguez will also meet with various non-governmental organizations, academic institutions and with individual migrants.

Canada has the largest number of regular immigrants per year and per capita in the world. Presently, the annual quota of authorized applications is 225,000.
