Experts of the United Nations Commission on Human Rights have called on Indonesia to investigate allegations of human rights violations against human rights defenders, extrajudicial executions, torture and arbitrary detention of the civilian population of Aceh.

In a letter sent on 22 November 2000, the Special Representative of the Secretary General on human rights defenders, Hina Jilani; the Special Rapporteur on extrajudicial, summary or arbitrary executions, Asma Jahangir; the Special Rapporteur on torture, Sir Nigel Rodley; the Chairman-Rapporteur of the Working Group on Arbitrary Detention, Kapil Sibal; and the Special Rapporteur on violence against women, Radhika Coomaraswamy refer to information they have received regarding:

- a pattern of serious human rights violations targeting human rights defenders and general conditions seriously affecting the promotion and protection of the rights recognized in the Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms;

- alleged extrajudicial executions of numerous civilians, particularly human rights defenders and peaceful pro-Independence activists, as well as an increasing number of death threats against human rights defenders;

- alleged acts of torture, including sexual violence, committed by the military and security forces against civilians, and in particular human rights defenders and peaceful pro- Independence activists;

- numerous detentions without arrest warrants of human rights defenders and activists in Aceh Province. Some of them were reportedly released after a short period of detention, while others allegedly were kept detained incommunicado for longer periods.

In their communication the experts appeal to the Indonesian Government to provide information regarding the reports of abuses and to ensure that the right to life, the right to physical and mental integrity and the right to be free from arbitrary arrest and detention of the population of Aceh are protected.
