OFFICE OF HIGH COMMISSIONER FOR HUMAN RIGHTS LAUNCHES FIRST GLOBAL ANNUAL APPEAL FOR FUNDING


The Office of the High Commissioner for Human Rights (OHCHR) is today launching its first-ever global Annual Appeal for funding in order to meet a dramatic increase in the demands placed on it.

In a foreword to the appeal document ( http://www.unhchr.ch/pdf/annual.pdf), High Commissioner for Human Rights Mary Robinson says the initiative represents a further step in the consolidation of the Office and its work Mrs Robinson recalls that in the five years of its existence, OHCHR's range of activities has developed to such extent that:

there are some 50 OHCHR technical cooperation projects today;
the Office currently has human rights officers in 23 countries;
the Commission on Human Rights has appointed 35 Special Rapporteurs, or investigators, with thematic or country mandates who receive support from the Office;
OHCHR is responding to requests from an increasing number of countries wishing to establish independent national institutions to promote and protect human rights or to develop national human rights plans of action.

These activities are additional to the traditional tasks of the United Nations in the field of human rights, and are "welcome proof of the growing force of the movement towards universal respect for international human rights", according to the High Commissioner.

According to the appeal document, just over $53 million will be required from voluntary contributions in the year 2000 for the Offices activities around the world. Last year, the Office received $24 million in voluntary contributions.

Calling on donors who have contributed generously in the past to maintain their support and those who have not to provide funds to enable the Office to respond to the many challenges that lie ahead in the field of human rights, Mrs. Robinson writes: "the financial support which my Office receives will be put to good use in the fight to promote and defend human rights. I urge you to help us in our task".
