The Committee on the Rights of the Child opened this morning its twenty­ fifth session by adopting its agenda for the three­week session during which it was expected to consider the reports of Finland, Burundi, United Kingdom (concerning the Isle of Man), Tajikistan, Colombia, Central African Republic, Marshall Islands, Slovakia and Comoros.
In addition to its consideration of reports, the 10­member Committee would hold a day of general discussion on the subject of "State violence against children."
In an opening statement, Hamid Gaham, Chief of the Support Services Branch of the Office of the High Commissioner for Human Rights, told the members of the Committee that from 6 to 8 September, the United Nations held its Millennium Assembly in New York, which was attended by a record number of over 150 Heads of States and Governments. Secretary­General Kofi Annan seized the occasion to call for universal ratification of all international human rights treaties. In turn, the High Commissioner for Human Rights appealed for increased resources to facilitate the implementation and monitoring of those human rights instruments.
Mr. Gaham said that as of today, the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict had been signed by 68 States and ratified by three. The Optional Protocol to the Convention on the sale of children, child prostitution and child pornography had been signed by 63 States and ratified by one.
Mr. Gaham informed the Committee that the High Commissioner for Human Rights Mary Robinson would participate in the Committee's day of general discussion on State violence against children, to be held on Friday 22 september 2000.
A representative of the Secretariat informed the Committee that the total initial reports received were 153 and 41 periodic reports, totalling 194. While 131 reports were considered so far, as of 18 September 2000, 42 initial and 104 periodic reports were overdue.
When the Committee reconvenes at 10 a.m. on Tuesday, 19 September, it will take up the report of Finland.
