COMMITTEE ON ELIMINATION OF RACIAL DISCRIMINATION EXCHANGES VIEWS ON MISCELLANEOUS MATTERS

The Committee on the Elimination of Racial Discrimination this morning continued its discussion on short notice agenda items related to its submission of annual reports to the General Assembly and effective implementation of international instruments.

Also this morning, Committee members exchanged views on three proposed General Recommendations presented by three of its members. One proposal, introduced by Michael Parker Banton, suggested that in considering whether a differentiation of treatment constituted discrimination in effect, the Committee would examine differentiations to see whether they had significant effects on the rights protected under the Convention.

The proposal presented by Committee expert Ion Diaconu stressed that States parties to the Convention should provide the Committee with information on the presence within their territory of minorities or groups, or of persons of a different race or ethnic origin from that of the majority of the population, so as to ensure proper consideration of the periodic reports of the States parties.

Shahi Sadiq Ali, Committee member, also introduced a written suggestion on the right to access to information by all segments of any society. The proposal stated that of particular importance to the Committee was access to the right to information pertaining to disadvantaged sections of society.

Participating in the debate were Committee experts Michael Parker Banton, Luis Valencia Rodriguez, Aga Shahi, Régis de Gouttes, Michael E. Sherifis, Yuri A. Rechetov, Ion Diaconu, Mahmoud Aboul-Nasr, Shanti Sadiq Ali, Agha Shahi, Peter Nobel, Ivan Garvalov, Theodoor van Boven, Mario Jorge Yutzis, and Gay McDougall.

The Committee will reconvene at 3 p.m. to take up the thirteenth periodic report of Morocco.
