UN Human Rights Chief designates Radhouane Nouicer as expert on the situation of human rights in Sudan

GENEVA (16 December 2022) – UN High Commissioner for Human Rights Volker Türk on Friday designated Radhouane Nouicer from Tunisia as his expert on the situation of human rights in Sudan, replacing Adama Dieng who stepped down from this position in October.

Radhouane Nouicer, who will assume his duties immediately, has held senior positions at the UN for over 30 years, including at the UN Refugee Agency (UNHCR) and the Office for the Coordination of Humanitarian Affairs (OCHA). He also served as Secretary of State for Foreign Affairs for the Tunisian Transitional Government in 2011.

He brings a wealth of expertise to his new role, including in humanitarian and refugee issues, and on the protection of civilians in conflict and post-conflict countries in Africa and the Middle East, including the Democratic Republic of the Congo, Djibouti, Iraq, Syria and Yemen. He speaks fluent English, French and Arabic.

The High Commissioner urges all Sudanese parties to extend their full cooperation to the new expert to ensure the implementation of Human Rights Council resolutions on the human rights situation in Sudan A/HRC/S-32/1 and A/HRC/50/1 .

High Commissioner Türk also extended his deep appreciation to Adama Dieng for his efforts in engaging with all Sudanese stakeholders, and for gaining the respect and trust of all, including high-level officials, leaders of political parties, civil society groups and human rights defenders, during his tenure in the position.
