Intergovernmental Working Group on the Durban Declaration and Programme of Action

Dr. Edna Maria Santos Roland is a Brazilian psychologist, founder of non-governmental organizations in Brazil, such as: the Collective of Black Women of the State of São Paulo, Geledés – Institute of Black Woman, and Fala Preta Organization of Black Women.

She was a visiting researcher at the Harvard Centre for Population and Development Studies; a consultant for the Brazilian delegation during the process of the 2001 World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, for which she was nominated by Brazil and elected as the Rapporteur General of the Conference.

She was the Coordinator for Fighting Racism and Discrimination of UNESCO for the Latin America and Caribbean region. She has a large experience working on the implementation of governmental policies to promote gender, racial and ethnic equality.

Dr. Santos Roland was a civil servant:

  • of the State of São Paulo at the State Council for Women’s Rights,
  • of the city of São Paulo as a technical advisor on women’s health and black population issues, and
  • at the city of Guarulhos, (1 million 400 thousand inhabitants) where she was responsible for creating and managing the Racial Equality Coordination, and the Municipal Council to Promote Racial Equality.
