Open-ended intergovernmental working group on the draft United Nations declaration on human rights education and training (10-14 January 2011)
The Open-ended Working Group session took place from 10 to 14 January 2011 in room XVIII, Palais des Nations, Geneva, Switzerland, with daily meetings from 10:00 to 13:00 and from 15:00 to 18:00.
Mandate
At its 13th session, on 25 March 2010, the Human Rights Council adopted resolution 13/15 العربية | 中文 | English | Français | русский | Español by which it decided to establish an open-ended intergovernmental working group to meet for a maximum of five working days prior to the 16th session of the Council (in March 2011) to negotiate, finalise and submit to the Council the draft declaration on the basis of the draft submitted by the Advisory Committee.
Background
In September 2007, the Human Rights Council requested the Advisory Committee to prepare a draft declaration on human rights education and training (para. 1 of resolution 6/10 العربية | 中文 | English | Français | русский | Español. A drafting group of the Advisory Committee worked on the development of a draft between August 2008 and January 2010. During its fourth session, the Advisory Committee transmitted the draft declaration, annexed to its recommendation 4/2, to the Council for its consideration at its 13th session, as requested by Council resolutions 6/10 and 10/28. At its 13th session, the Council held a high-level discussion on the Advisory Committee’s draft and decided to establish the open-ended working group. This initiative is sponsored by the Platform for Human Rights Education and Training, an informal cross-regional governmental grouping including Costa Rica, Italy, Morocco, Philippines, Senegal, Slovenia and Switzerland. Prior to convening the working group in January 2011, the Platform held three open-ended informal consultations (24 June, 3 September and 14 December 2010) on the text submitted by the Advisory Committee and subsequently revised by the Platform.
