Summary

In the present report, submitted pursuant to Human Rights Council resolution 51/15, the Special Rapporteur on contemporary forms of slavery, including its causes and consequences, examines to what extent States make use of compulsory labour for incarcerated individuals and which practices may amount to contemporary forms of slavery and to other human rights violations or abuses. The Special Rapporteur also assesses the risk of formerly incarcerated people being subjected to contemporary forms of slavery. He notes a variety of encouraging practices regarding labour during incarceration, and concerns regarding State-imposed forced labour and sexual exploitation of incarcerated or detained individuals. He also highlights issues relating to access to justice and remedies; educational and vocational training during incarceration; and the reintegration of formerly incarcerated individuals. The Special Rapporteur also draws conclusions and formulates practical recommendations regarding the prevention of contemporary forms of slavery in correctional settings.
