The Special Rapporteur on the right to development, Mr. Saad Alfarargi, wrote a report examining inequality and the human right to development, pursuant to Council resolution 33/14. The report was presented to the Human Rights Council at its 39th session in September 2018.

Summary

The reality of today’s world is one of growing inequalities, where the rich become richer, while the poor grow in number and are not only deprived of a fair share of the benefits of development, but are increasingly denied participation in decision-making at all levels.

This report explores the connection between the right to development and equality, the consequences of inequalities within countries on the enjoyment of the right to development. He examines:

• Income inequality
• Sex-based discrimination
• Discrimination against other population groups

Finally, he provides recommendations on contributing to the promotion, protection and fulfilment of the right to development in the context of the implementation of the equality-related goals and targets of the 2030 Agenda for Sustainable Development.
