Background

In line with Human Rights Council resolution 33/12, the Special Rapporteur on the Rights of Indigenous Peoples called for submissions of inputs to inform her report on the topic of indigenous peoples’ self-governance.
The first report (A/73/176) was presented to the General Assembly in 2018.

Summary

In the 2018 report, the Special Rapporteur shared an introductory comment on the issue of indigenous peoples and self-governance. She reviewed examples of indigenous governance systems and highlights some of the positive outcomes achieved in terms of sustainable development.

In the 2019 report, the Special Rapporteur firstly comments on her work on the rights of indigenous women and children. In the second part, she discusses the right of indigenous peoples to autonomy or self-government as an exercise of their right to self-determination, with a focus on identifying positive elements in existing arrangements, as well as limitations and challenges, and provides recommendations on ways to move forward in the adequate implementation of that right.
