Summary

In the present report, the Special Rapporteur analyses the challenges linked to combating racism, xenophobia and discrimination in the current counter-terrorism context. First, he discusses the various manifestations of racism, racial discrimination and xenophobia emerging from State counter-terrorism measures as well as the human rights implications of such practices for affected communities. He then provides an overview of relevant international, regional and national norms prohibiting racism and xenophobia, especially in the context of countering te rrorism. Drawing from an expert meeting that he convened on the topic, he examines key legal, policy and institutional measures taken by relevant stakeholders and highlights some examples of good practices in combating racism, xenophobia and discrimination while countering terrorism.
