Summary

From 11 to 22 March 2024, the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence, Fabián Salvioli, conducted an official visit to Finland and Sweden to examine the transitional justice measures adopted by them to address the legacy of human rights violations committed against the Sami people and the Tornedalians, Kvens and Lantalaiset in the context of assimilation policies. He notes positive initiatives in the field of truth-seeking and some aspects of reparation, as well as challenges concerning memorialization and guarantees of non-recurrence. The Special Rapporteur concludes with recommendations addressed to both States.
