SUMMARY

The Special Rapporteur on the human rights of internally displaced persons visited Mozambique from 9 to 21 November 2023.

The Special Rapporteur commends the Government for the remarkable progress made in responding to a complex displacement situation driven both by conflict and climate emergency. Important challenges remain, however, both for the remaining displaced population as well as for those who have returned.

The Special Rapporteur calls upon the Government to expedite its responses, and scale up recovery, stabilisation, livelihoods and resilience-building activities, development and local integration related interventions in the central and northern part of the country against the backdrop of a fragile security situation, ensuring the critical needs of the IDPs and host communities are adequately addressed. There is a need for a common and long-term vision aligning durable solutions, reconstruction, development, and stabilization initiatives under a Government-led consolidated strategic approach integrating human rights, humanitarian, development, and peace efforts to address internal displacement. Tackling the underlying drivers of displacement, strengthening protection mechanisms, and promoting social cohesion and inclusive development for IDPs and host communities are equally important towards fostering lasting solutions for IDPs.
