Summary

The Special Rapporteur on the right to development, Saad Alfarargi, conducted a visit to Albania from 15 to 24 November 2022. The main objective of the visit was to assess the advancement of the right to development in the country and to identify remaining challenges, with a view to formulating recommendations to the Government and other stakeholders who are working towards implementing the Sustainable Development Goals.

In the present report, the Special Rapporteur sets out his observations with regard to legal, policy and institutional frameworks and to the right to development in the context of selected areas of development; identifies issues of concern; and provides recommendations with respect to inclusion and participation.
