Summary

The present report is the second submitted by the Special Rapporteur on the situation of human rights in Cambodia, Vitit Muntarbhorn. The theme of the report is “landmarks and benchmarks”. In the report, the Special Rapporteur formulates key benchmarks to facilitate the implementation of human rights in the country, derived from the recommendations of international human rights bodies. It also builds upon three landmarks witnessed by the country since the 1990s: the 1991 Paris Peace Accords, the near 30-year landmark of the mandate of Special Rapporteur on the situation of human rights in Cambodia and the most recent commune/sangkat elections, which took place in June 2022. The report offers forwardlooking recommendations in preparation for the national elections in 2023.
