Summary

The Special Rapporteur on the rights of persons with disabilities, Catalina Devandas-Aguilar, visited Norway from 2 to 11 October 2019. In her report, she welcomes the country’s strong legal and policy frameworks, commitment and efforts to promote and protect the rights of persons with disabilities in the light of the Convention on the Rights of Persons with Disabilities, especially with regard to social protection, health care, education and international cooperation. She emphasizes the need to complete the legislative harmonization process to guarantee the right to full legal capacity of persons with disabilities and to amend provisions allowing the deprivation of liberty, compulsory treatment and use of coercion on the basis of disability. She recommends that the Government further strengthen its efforts to provide inclusive responses and solutions for persons with disabilities at the central, county and municipal levels.
