Summary

The Special Rapporteur on the rights of persons with disabilities, Catalina Devandas-Aguilar, conducted a visit to France from 3 to 13 October 2017. In her report on the visit, the Special Rapporteur explores issues relating to the rights of persons with disabilities in Metropolitan France in the light of international human rights norms and standards. On the basis of the information gathered prior to, during and after the visit, she highlights the progress made by France in protecting the rights of persons with disabilities in its legislation, policies and programmes since it ratified the Convention on the Rights of Persons with Disabilities in 2010. She also emphasizes gaps and areas for improvement, and makes recommendations with a view to strengthening the Government’s efforts to transform French society and provide inclusive responses and solutions for all persons with disabilities on an equal basis with others.
