The COVID-19 pandemic has had a disproportionate impact on persons with disabilities.
UN Human Rights, with the support of the UN Partnership on the Rights of Persons with Disabilities (UNPRPD), developed a series of tools to support identifying and addressing challenges faced by persons with disabilities in the COVID-19 pandemic by implementing the Convention on the Rights of Persons with Disabilities (CRPD) and the Sustainable Development Goals (SDGs).

OHCHR Guidelines on COVID-19 and the rights of persons with disabilities (2020) | These guidelines describe shortly the preliminary impact assessment made in 2020 and provide concrete areas of attention to deliver on the rights of persons with disabilities and prevent further disproportionate impact. Case studies and donors guidance (2021) | A summary report provides immediate and long-term recommendations, based on the CRPD and SDGs, on the inclusion of persons with disabilities throughout the COVID-19 response and recover.
The summary report reflects the themes/norms that are highlighted in eight case studies as areas of concern. It also includes a guidance for donors to ensure inclusion of persons with disabilities in the dissemination of COVID-19 funding. The eight case studies provide evidence of the impact of COVID-19 on persons with disabilities and make recommendations for inclusive response and recovery measures. |
