Call for inputs for the study of the Human Rights Council Advisory Committee on neurotechnology and human rights (HRC resolution 51/3)

Purpose: The Human Rights Council Advisory Committee seeks the views and inputs from stakeholders, including Member States, international and regional organizations, the Office of the United Nations High Commissioner for Human Rights, the special procedures of the Human Rights Council, the treaty bodies, other relevant United Nations agencies, funds and programmes within their respective mandates, national human rights institutions, civil society, the private sector, medical and technical communities, academic institutions and other relevant stakeholders, in order to prepare a study on the impact, opportunities and challenges of neurotechnology with regard to the promotion and protection of all human rights, including recommendations on how human rights opportunities, challenges and gaps arising from neurotechnology could be addressed by the Human Rights Council and its special procedures and subsidiary bodies in a coherent, holistic, inclusive and action-oriented manner, and to present the study to the Council at its fifty-seventh session (September 2024).

Background

At its fifty-first session, the Human Rights Council adopted resolution 51/3, in which it requested the Advisory Committee to prepare a study in an accessible format, including an easy-to-read version, on the impact, opportunities and challenges of neurotechnology with regard to the promotion and protection of all human rights, and to present the study to the Council at its fifty-seventh session (September 2024).

To facilitate the submission of inputs, the Advisory Committee is circulating the attached questionnaire on the topic.

What is the Advisory Committee?

The Human Rights Council Advisory Committee, composed of 18 experts, has been established to function as a think-tank for the Council and work at its direction. The Human Rights Council Advisory Committee provides the Council upon request with implementation-oriented, thematic studies and research-based advice on issues pertaining to the mandate of the Council; namely the promotion and protection of all human rights. The Advisory Committee may propose suggestions for further enhancing its procedural efficiency, as well as further research proposals within the scope of the work set out by the Council.
