At its fifty-first session, the Human Rights Council adopted resolution 51/22, in which it requested the Advisory Committee to prepare a study examining the human rights implications of new and emerging technologies in the military domain, while taking into account ongoing discussions within the United Nations system, to be presented to the Council at its sixtieth session (September 2025).
To facilitate the submission of inputs, the Advisory Committee is circulating the attached questionnaire on the topic.

The Human Rights Council Advisory Committee, composed of 18 experts, has been established to function as a think-tank for the Council and work at its direction. The Human Rights Council Advisory Committee provides the Council upon request with implementation-oriented, thematic studies and research-based advice on issues pertaining to the mandate of the Council; namely the promotion and protection of all human rights. The Advisory Committee may propose suggestions for further enhancing its procedural efficiency, as well as further research proposals within the scope of the work set out by the Council.
