Background
Objectives

The United Nations Special Rapporteur on the human rights of migrants, Mr. Felipe Gonzalez Morales, will conduct an official country visit to Bangladesh from 20 to 31 January 2023. The findings of his visit will be presented in a public report to the United Nations Human Rights Council in June 2023.

During this visit, the Special Rapporteur will assess the human rights situation of migrants and progress in the implementation of the State’s obligations to ensure the enjoyment of all human rights by migrants. He will also identify challenges and formulate recommendations to the State and relevant stakeholders, related to the realization of all human rights of migrants.

Types of input/comments sought

In order to prepare for the visit, the Special Rapporteur welcomes inputs from civil society, human rights organizations and other interested stakeholders. The Special Rapporteur would be grateful for information relevant to his mandate, including on any or all of the following issues topics:

  • Migration governance-related policies and their implementation, including information on any national action plan;
  • In the context of international labour migration:
    • efforts made to facilitate safe and dignified return and readmission for returned migrants;
    • measures taken to combat stigma against survivors of sexual and gender-based violence and abuses as well as sustainable reintegration and the provision of gender-responsive return and reintegration services and social inclusion;
    • pathways for regular and decent labour migration (from and to Bangladesh);
    • measures to ensure protection of migrant workers (both migrant workers in Bangladesh and those Bangladesh nationals who intend to migrate to a foreign country);
    • legal access to the labour market for migrants and Rohingya refugees in Bangladesh;
    • measures taken to ensure fair and ethical recruitment of Bangladesh nationals abroad, especially for low-skilled jobs, regulations on recruitment agencies and “dalals”;
  • In relation to Rohingya refugees: cross border movement of Rohingya refugees, including those depart by boat at sea; search and rescue of Rohingya at sea in the region.

How inputs will be used

In order to obtain a broad representation of views to inform the country visit report, the Special Rapporteur is seeking written contributions from all relevant actors through responses to a questionnaire.
