Background

In its resolution 20/2 adopted on 16 July 2012, the Human Rights Council requested the Office of the High Commissioner for Human Rights “to prepare, in consultation with all States, relevant United Nations agencies, programmes and funds, intergovernmental and non-governmental organizations and national human rights institutions, a quadrennial analytical report on conscientious objection to military service, in particular on new developments, best practices and remaining challenges.”

The OHCHR report on conscientious objection to military service will be presented to the Human Rights Council at its fiftieth session in June 2022.

Objectives of the report

The report aims to provide information on new developments, best practices and remaining challenges regarding conscientious objection to military service since 2019 (A/HRC/41/23).

How and where to submit inputs

Contributions should be sent, preferably in Word format, by email to: ohchr-registry@un.org by 21 March 2022.

It is suggested to include hyperlinks to relevant websites, documents, data and legislation providing more detailed information.
