Background

In its resolution 43/23, the Human Rights Council requested the Office of the High Commissioner for Human Rights (OHCHR) prepare a thematic study on statistics and data collection under article 31 of the Convention on the Rights of Persons with Disabilities (CRPD).

In paragraph 13 of the resolution, the Human Rights Council requested OHCHR to undertake consultations with States and other relevant stakeholders, regional organizations, the Special Rapporteur on the rights of persons with disabilities, civil society organizations, including organizations of persons with disabilities, and national human rights institutions, requiring contributions to be submitted in an accessible format.

The Office of the United Nations High Commissioner for Human Rights now invites all relevant stakeholders to provide inputs for the preparation of the thematic report.

Objectives of the report

The report seeks to elaborate on the content of Article 31 of the CRPD that sets out the obligation of States to collect appropriate information, including statistical and research data, to enable them to formulate and implement policies to give effect to CRPD. In undertaking this obligation, this article calls for compliance with legally established safeguards to ensure confidentiality and respect for the privacy of persons with disabilities, and with internationally accepted norms to protect human rights and fundamental freedoms and ethical principles in the collection and use of statistics (subparagraph 1(a) and (b)). Further, the obligation extends to disaggregating collected data and statistics to help assess CRPD implementation and to identify and address barriers faced by persons with disabilities in exercising their rights (subparagraph 2). States Parties also assume responsibility for the dissemination of these statistics and to ensure their accessibility to persons with disabilities and others (subparagraph 3).

Key questions and types of input sought

The OHCHR would be grateful to receive any relevant information for the preparation of this study. Contributions should reflect a gender perspective, give concrete examples and share promising practices. In particular, views and information would be welcome in relation to the questions included in the questionnaire.

OHCHR will send official requests to States and other stakeholders identified in the resolution. In addition, OHCHR is interested in receiving information from any other individual or organization that wishes to contribute to the thematic study.
