Overview

The UN Human Rights Monitoring Mission in Ukraine (HRMMU) was deployed in March 2014 at the invitation of the Government of Ukraine to monitor and publicly report on the human rights situation in the country, with a particular focus on the conflict area in eastern Ukraine and the Autonomous Republic of Crimea and the city of Sevastopol, occupied by the Russian Federation. Since the start of the armed attack by the Russian Federation against Ukraine on 24 February 2022, the work of the Mission has focused on documenting violations of international human rights law and international humanitarian law committed by all parties to the conflict. Read more >

“It is crucial to keep attention on the human rights situation in Ukraine”

Danielle Bell is the Head of the UN Human Rights Monitoring Mission in Ukraine. As the full-scale invasion of Ukraine by the Russian Federation is well into its third year, Bell believes that the continued monitoring and documentation of human rights violations will help ensure that accountability and justice become a reality one day.

Supporting justice and accountability in Ukraine

The full-scale invasion of Ukraine by the Russian Federation is inflicting immense suffering on the people of Ukraine. Civilians in Russia are also increasingly affected by the conflict. The UN Human Rights Monitoring Mission in Ukraine monitors and reports on the human rights situation on the ground, with the aim of protecting human rights and promoting justice and accountability.

The Universal Periodic Review (UPR) is a unique process which involves a review of the human rights records of all UN Member States. The UPR is a State-driven process, under the auspices of the Human Rights Council, which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfil their human rights obligations.
