Mr. Walter Kälin, Representative of the Secretary-General (2004-2010)
Special Rapporteur on the human rights of internally displaced persons
Mr. Walter Kälin was appointed Representative of the Secretary-General on the human rights of internally displaced persons in 2004 and ended his tenure on 31 October 2010. Mr. Kälin is a Swiss legal scholar and professor of constitutional and international law at the Faculty of Law of the University of Bern, and former member of the United Nations Human Rights Committee. He has been closely concerned with issues of internally displaced persons for over a decade, having served as chair of the committee of legal experts that developed the Guiding Principles on Internal Displacement. In his capacity as Representative of the Secretary-General on the human rights of internally displaced persons and as a standing invitee of the Inter-Agency Standing Committee, he developed the Framework for Durable Solutions for Internally Displaced Persons and the Operational Guidelines on Human Rights and Natural Disasters.
