人权理事会申诉程序

2007年6月18日，人权理事会通过了题为《联合国人权理事会的体制建设》的第5/1号决议，该决议设立的新申诉程序旨在处理世界任何地方在任何情况下发生的一贯严重侵犯所有人权和基本自由且得到可靠证实的情况。

申诉程序受理由个人、团体或声称为人权侵犯受害者或掌握与该类侵犯相关的直接可靠信息的非政府组织提交的来文。

与之前的1503程序相似，新申诉程序是保密的，旨在加强与相关国家间的合作。新申诉程序在必要之处作了改进，以确保程序公正、客观、高效、注重受害者、且能及时启动。
