Summary

The Secretariat has the honour to transmit to the Human Rights Council the report that the Special Rapporteur on the right to education has drawn up after her follow-up visit to Tunisia from 7 to 12 April 2019. This work is fully in line with her approach of evaluating the implementation of the recommendations made by her predecessor in 2012.

In her report, the Special Rapporteur welcomes the efforts made by Tunisia to establish an educational infrastructure network in the country’s various regions. She recognizes that education, which has always been given pride of place in the country, has been affected by the profound changes that have taken place since the 2011 revolution.

She also examines problems such as funding for education, teacher training, the possible discriminatory effect of private classes and paid preparatory courses, as well as the mismatch between the competencies acquired through the education system and those required in the job market and its consequences in terms of unemployment and the brain drain.

Lastly, the Special Rapporteur draws up recommendations for improving the education system in Tunisia and achieving Sustainable Development Goal 4, aimed at ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.
