SPECIAL RAPPORTEUR CONCERNED ABOUT POSSIBLE BREAKDOWN
OF RULE OF LAW IN PAKISTAN

The Special Rapporteur on the Independence of Judges and Lawyers, Mr. Param Cumaraswamy, views with grave concern the reports of a constitutional crisis developing in Pakistan resulting from a tension between the Executive and the Judiciary.

The storming of the Supreme Court building by a mob on 28 November, resulting in the Chief Justice writing directly to the Head of State, President Farooq Leghari, for protection of the security of the Court and individual judges, demonstrates a possible breakdown of the rule of law in Pakistan.

The Special Rapporteur calls on the Government of Pakistan to respect and adhere to international standards in its dealings with the judiciary and respect judicial independence.

The Special Rapporteur has repeatedly requested the consent of the Government of Pakistan to permit him to lead a mission to the country and to investigate the state of their ndependence of the judiciary and the legal profession. To date the Government has not responded to these requests.
