H.E. Mr. Evan P. GARCIA (Philippines), Vice-President

Evan P. Garcia has been serving as Permanent Representative of the Philippines to the United Nations Office at Geneva since 2017. Prior to his appointment to Geneva, Mr. Garcia had been serving as Ambassador of the Philippines to the United Kingdom and non-resident Ambassador to Ireland since May 2016. He was Undersecretary for Policy at the Philippines Department of Foreign Affairs and Trade from 2013 to 2016. He served as the Permanent Representative of the Philippines to the United Nations Office at Geneva from 2010 to 2013. Prior to this, Ambassador Garcia served in various capacities in the home office, including in the Office of Asian and Pacific Affairs, the Office of ASEAN Affairs, and the Office of the Secretary. Among his foreign assignments, Mr. Garcia served as Consul and Economic Officer in the Embassy of the Philippines to Japan, and as a Political Officer, Acting Consul General, and Acting Deputy Chief of Mission in the Embassy of the Philippines to the United States.

H.E. Ms. Antje LEENDERTSE (Germany), Vice-President (1 January to 18 April 2018)

Antje Leendertse has been serving as Permanent Representative of Germany to the United Nations Office at Geneva since 2017. Prior to her appointment to Geneva, Ms. Leendertse had been serving as Head of the Task Force for the 2016 Organization for Security and Cooperation in Europe Chairmanship since February 2015. In 2014 and until January 2015, she was the Federal Government Commissioner for Disarmament and Arms Control at the Federal Foreign Office. From 2012 to 2014, she served as Special Envoy for Eastern Europe, the Caucasus and Central Asia at the Federal Foreign Office. She served as Head of Division for the Western Balkans at the Federal Foreign Office from 2009 to 2012. Ms. Leendertse entered the Foreign Service in 1990. She served at the Germany Embassy in Helsinki from 2007 to 2009; the German Embassy in London in 2005 and 2006; and the German Embassy in Moscow from 1993 to 1997. She has held a number of other posts at the Federal Foreign Office, including as Deputy Spokesperson from 2002 to 2005; she worked at the Press Division from 1999 to 2005, and at the United Nations Policy Division from 1997 to 1999.

H. E. Mr. Cristóbal GONZÁLEZ-ALLER JURADO (Spain), Vice-President (7 May to 31 December 2018)

Cristóbal González-Aller Jurado, has been serving as Permanent Representative of Spain to the United Nations Office at Geneva since September 2017. Prior to his appointment to Geneva, Mr. González-Aller Jurado had been serving as Under-Secretary for Foreign Affairs and Cooperation since June 2014. He served as Spain’s Ambassador to Turkey from January 2011 to June 2014, and as the Deputy Permanent Representative of Spain to the European Union in Brussels from January 2003 to January 2011. He served as the Director General for the coordination of the internal market and other community policies of the Secretariat of State for European affairs from 1998 to 2003.

H.E. Ms. Marta MAURÁS PEREZ (Chile), Vice-President and Rapporteur (10 January to 12 May)

Marta Maurás Pérez has been serving as Permanent Representative of Chile to the United Nations Office at Geneva since 2014. Prior to her appointment to Geneva, Ms. Maurás Pérez had been serving as a Senior Adviser to the United Nations Children’s Fund (UNICEF) on business and human/child rights since 2013. For most of her professional career, Ms. Maurás Pérez has been associated with the United Nations system. From 2009 to 2013, she served as a Member and Vice Chairperson of the United Nations Committee on the Rights of the Child. In 2008, she was UNICEF’s Special Envoy for Latin America. From 2005 to 2007, she was Secretary of the United Nations Economic Commission for Latin America and the Caribbean. Ms. Maurás Pérez was the Director for Economic and Social Affairs in the Office of United Nations Secretary-General Kofi Annan and Chief of Cabinet of the United Nations Deputy Secretary-General in New York from 1998 to 2005. From 1992 to 1998, she was the UNICEF Regional Director for Latin America and the Caribbean.

H.E. Mr. Juan Eduardo EGUIGUREN (Chile), Vice-President and Rapporteur (4 June to 31 December)

Juan Eduardo Eguiguren, has been serving as Permanent Representative of Chile to the United Nations Office at Geneva since 1 June 2018. Prior to his appointment to Geneva, Mr. Eguiguren had been serving as Director of Regional Multilateral Integration at the Ministry of Foreign Affairs of Chile since December 2016. From July 2010 to November 2016, he was Chile’s Ambassador to the Russian Federation, concurrently serving as non-resident Ambassador to Ukraine, Kazakhstan, Armenia, Belarus, Uzbekistan, Kyrgyzstan and Tajikistan. During his diplomatic career, Mr. Eguiguren served as Director of Multilateral Policy from January 2009 to July 2010; Director of Special Policies (International Security) between September 2007 and January 2009; Deputy Permanent Representative of Chile to the United Nations Office at Geneva from 2003 to 2007; and Counsellor at the Permanent Mission of Chile to the United Nations in New York between 1996 and 2000, including serving as Deputy Representative to the United Nations Security Council from 1996 to 1997.

H.E. Mr. François Xavier NGARAMBÉ (Rwanda), Vice-President

Francois Xavier Ngarambé has been serving as Permanent Representative of Rwanda to the United Nations Office at Geneva since 2014. Prior to his appointment to Geneva, Mr. Ngarambé had been serving as Rwanda’s Ambassador to China since 2010, concurrently accredited as Ambassador to Viet Nam, Lao People’s Democratic Republic, Cambodia and People’s Democratic Republic of Korea. Mr. Ngarambé has worked in the private sector in Rwanda, Burundi and Kenya. From 2000 to 2006, he was Director-General of the Social Security Fund of Rwanda; from 2006 to 2007, he was Chairman and Director-General of the National Insurance Commission of Rwanda; and from 2007 to 2010, he was Executive Secretary of the Financial Sector Development Programme of Rwanda.
