H.E. Mr. Ramón Alberto Morales QUIJANO (Panama), Vice-President

Ramon Alberto Morales Quijano has been serving as Permanent Representative of Panama to the United Nations Office at Geneva since 2 September 2015.  Prior to his appointment to Geneva, Mr. Morales Quijano served as Permanent Representative of Panama to the United Nations in New York from 1999 to 2004.  Other Foreign Service posts include serving as Ambassador of Panama to El Salvador from 1967 to 1968; Charge d’Affaires of Panama in Cairo, Egypt from 1964 to 1966; Consul General of Panama in Port Said, Egypt from 1963 to 1967; and Consul General of Panama in Yokohama, Japan from 1960 to 1963.

H.E. Mr. Janis KARKLINS (Latvia), Vice-President

Janis Karklins has been serving as Permanent Representative of Latvia to the United Nations Office at Geneva since 16 September 2015.  Prior to his appointment to Geneva, Mr. Karklins had been serving as Director of the NATO StratCom Centre of Excellence since 2014.  He was Assistant Director General of the United Nations Economic, Social and Cultural Organization (UNESCO) in Paris, France from 2010 to 2013.  He served as Latvia’s Ambassador to France and UNESCO in Paris from 2007 to 2010.  He was also the Ambassador and Permanent Representative of Latvia to the United Nations Office at Geneva from 2000 to 2007.

H.E. Mr. Negash Kebret BOTORA (Ethiopia), Vice-President

Negash Kebret Botora has been serving as Permanent Representative of Ethiopia to the United Nations Office at Geneva since 6 March 2015.  Prior to his appointment to Geneva, Mr. Botora had been serving as Director General for international organizations at the Ministry of Foreign Affairs of Ethiopia and as Director General for the African Directorate General at the Ministry from 2009 and 2011.  He served as Ambassador and Acting Permanent Representative of Ethiopia to the United Nations in New York from 2006 to 2009.

H.E. Mr. Bertrand de CROMBRUGGHE (Belgium), Vice-President and Rapporteur (1 January 31 August 2016)

Bertrand de Crombrugghe de Picquendaele has been serving as Permanent Representative of Belgium to the United Nations Office at Geneva since 2 July 2012.  Prior to his appointment to Geneva, Mr. de Crombrugghe de Picquendaele was the Director for Asia and Oceania at the Ministry of Foreign Affairs in Brussels and from 2009 to 2010 he served as ASEM (Asia–Europe Meeting) Senior Official for Belgium.  He served as the Belgium Ambassador to Russia from 2008 to 2009, and previously Permanent Representative of Belgium to the Organization for Security and Co-operation in Europe (OSCE) in Vienna.

H.E. Mr. Geert MUYLLE (Belgium), Vice-President and Rapporteur (31 August - 31 December 2016)

Geert Muylle has been serving as Permanent Representative of Belgium to the United Nations Office at Geneva since 19 August 2016. Prior to his appointment to Geneva, Mr. Muylle served as Director General a.i. and Member of the Board of the Ministry of Foreign Affairs of Belgium and Deputy to the Secretary General of the Ministry, in charge of management issues, since 2014.  He also served as Director General and Member of the Board at the Ministry for bilateral relations  from 2010 to 2012. He also served as Permanent Representative of Belgium to the Political and Security Committee of the European Union and to the North Atlantic Treaty Organization from 2009 to 2010. From 2004 to 2009, he worked as a diplomatic advisor to Yves Leterme in his different capacities as Prime Minister, Vice Prime Minister and as Minister President of the Flemish Government.
